Basic Human Decency Scorecard

Evaluates conduct using pre-established, uniformly applied criteria. The score does not assess ideology, party affiliation, or policy positions.

Scoring Mechanics  

  1. Start at category maximum

  2. Apply documented deductions

  4. Normalize to 100

  5. Assign grade

Overall Grade

  • 90 - 100: A (Exemplary)

  • 80-89: B (Strong)

  • 65-79: C (Mixed)

  • 50 - 64: D (Concerning)

  • <50: F (Fails Basic Decency)

Uniform Criteria


A. Respect for All (25 points)

  • Positive Indicators (bonus up to +3, but capped at 25 total points)

- Civil, bipartisan public statements (+1 each)
- Participation in cross-party dialogue or conflict resolution (+1)
- Recognition for civility by credible third parties (+1)

  • Negative Indicators (deductions)

- Major (−6 to −10): Documented harassment, demeaning language, ethics findings
- Moderate (−3 to −5): Repeated inflammatory remarks, substantiated formal complaints
- Minor (−1 to −2): Isolated uncivil exchanges or uncorrected inappropriate statements
 

B. Integrity & Honesty (25 points)

  • Positive Indicators (bonus up to +3, but capped at 25 total points)

- Voluntary corrections of public misstatements (+1)
- Public support for impartial ethics investigations (+1)
- Transparent reporting beyond legal requirement (+1)

  • Negative Indicators

- Major (−8 to −12): Court/ethics finding of dishonesty, interference with investigations
- Moderate (−4 to −7): Repeated false statements, opportunistic reversals
- Minor (−1 to −3): Single verified misstatement or minor transparency failure


C. Honor — Governance Conduct (20 points)

  • Positive Indicators (bonus up to +3, but capped at 20 total points)

- Successful bipartisan legislation sponsorship (+1)
- Leadership in cross-party problem-solving (+1)
- Recognized governance effectiveness (+1)

  • Negative Indicators

- Major (−6 to −10): Abuse of office, sustained obstruction without constituent justification
- Moderate (−3 to −5): Persistent procedural obstruction, chronic absenteeism
- Minor (−1 to −2): Missed votes or minor procedural misconduct


D. Humility & Accountability (15 points)

  • Positive Indicators (bonus up to +4, but capped at 15 total points)

- Public acknowledgment of mistakes (+1)
- Corrective action for errors (+1)
- Proper credit to collaborators (+1)
- Voluntary cooperation with ethics reviews (+1)

  • Negative Indicators

- Major (−5 to −8): Retaliation, refusal to comply with oversight, repeated blame-shifting
- Moderate (−3 to −4): Failure to acknowledge significant errors
- Minor (−1 to −2): Isolated defensiveness or delayed responses


E. Affiliation Risk (15 points)

  • Positive Indicators (bonus up to +2, but capped at 15 total points)

- Public distancing from problematic organizations (+1)
- Adoption of formal vetting criteria for affiliations (+1)

  • Negative Indicators

- Major (−6 to −10): Leadership role in organizations with repeated misconduct
- Moderate (−3 to −5): Repeated voluntary appearances with problematic actors
- Minor (−1 to −2): Isolated associations avoidable with reasonable judgment
